I do not think that this is an exception.
If the signal is before that last set of points in the station, then it is a
Home Departure, not a Starter.
In this case, there is no Starter, as such.

the signal protects points it can't be a starter, (unless V/Line have changed
all the rules) OTOH, there must be a starter at Castelmaine because it is still
double line block.
I'll give a call to a driver I know at Bendigo to clear this up.
