Not all of SA now uses speed signalling.  The suburbs have been
re-signalled to use route signalling, similar to British practice,
AFAIK.    I can well remember the old UQ 3-pos semaphore signals
around Adelaide, with three arms.  In Vic the 3-pos semaphores only
ever had two arms, with low-speed indications provided by a light.  

Nothing to do with crossing loops though - although the South line
certainly had UQ signalled loop(s) even in CTC days.
