Yes, you've got it, these aspects would all be fine IF there was sufficient
braking distance between signals.
In the US they get around this by giving you a flashing yellow on the last auto
whenever the departure is red. After the flashing yellow you see the home
arrival which will be either Y/R or R/Y. This system is as good as it gets in
my opinion.
