The Ghan passenger stops

The current Victorian Staff Reference Timetable shows The Ghan as running
express in both directions between Melbourne and Adelaide.   However, when I
travelled from Adelaide last month, the train set down at Horsham.   This
suggests that some stops are permitted.

At which stations between Melbourne and Adelaide is The Ghan allowed to pick
an/or set down passengers?

Also, when is the SG platform to be built at North Shore?   It was
"promised" in the previous Victorian election campaign (and it's almost time
for the next one)!
