A build up of metal on the wheel. This happens when the wheel is dragged
usually by had stops where the wheel locks or by handbrakes being left
on.
The scale sticks to the wheel and as a result the wheel bounces.

Try this:
Get an eraser and drag it  along a piece of paper. It should produce
"scale".
