That "sort of" works on a model railway, if you need to haze the
surface of the LED to get adequate colour mixing.  The name of the
game for full size applications, such as rail sugnals and road signs
etc, is HIGH INTENSITY and the last thing you want to do is anything
that reduces intensity.
