A rail sweetner for voters in Victoria?



Today's Melbourne "AGE" newspaper reports that  bidders for V/Line
Freight have been asked to "review their tenders to allow for the cost
of track improvements in north-western Victoria".

"One of the tenderers told The Age yesterday that the Government had
asked them to adjust their bids to take into account 'some political
issues' involving the redevelopment of tracks in the Ararat region".

There is no more detail than this.  So what the heck is it?  When I
first read North-west Victoria is thought it might be gauge
standardisation of Mildura, but the mention of Ararat suggests that
isn't it.  Could it be
re-opening of the Stawell to Grampians line?  Navarre maybe?  (Dream on)
Or could it be re-opening of the Ararat to Ballarat line?
