Not to be too pedantic here, but 12 was the number given to the
Southern Aurora in Victoria, while 428 (or 316) is (presumably) the
NSW number of the goods.  Maybe 428 is a typo.  As Peter Knife pointed
out, the goods was numbered 4281 in Victoria.    

At the time the VR added a suffix of "2" to the NSW number of
southbound trains, and a "1" to that of northbound trains.
