If I can recall correctly, Freight Rail was originally looking at 30 tonne
axle loads for what eventually became their 90 class locomotives.  They then
sought feedback from those locomotive builders who had registered an
expression of interest to tender on the project and were advised to reduce
the axle load to 27.5 tonnes.  However, as others have pointed out, the
wagons these diesels haul have 30 tonne axle loads when fully loaded.
