Why does it matter where train control is provided there is only one?
There are only a couple of Air Traffic Control Points in Australia
(plus some local approach/ground/departure).
The argument for this is efficiency; the major argument against it
is lack of local knowledge (eg flying into Kingscote with the local
airline some years ago: Local pilot to pilot of another aircraft
in vicinity: "I am over the racecourse", Other pilot to local
pilot: "I am 3 miles north of runway 19" - one is absolute the
other relative).
