A problem would be seen to have occurred if the unlocking mechanism is
installed and doesn't work because it has been jammed as a result of the
crash which makes its use necessary.  One can debate the probability of this
(relative to the probability of door locks jamming on impact, or of unlocked
doors jamming on impact), but certainly making such mechanisms robust adds
to the cost.
