In several press reports, including today's Sydney Morning Herald,
there is explicit mention that the driver of the IP tried to contact
the Penrith signal box on his mobile phone (it wasn't stated what
technology it was based on) when adjacent to signal 40.6.

Apparently there was insufficient mobile phone signal strength at
track level there, so he wasn't able to contact them.
