Robin , you raise an interesting question...would it have been commonpractice (we'll skimp common sense for the moment)
for Penrith to have attempted to contact the IP upon a request from the IC to proceed.i.e  with signals down (at
fail-safe we presume) would it have been part of any procedure to actively try and establish the true locatio of the IP
from Penriths perspective?
