Terrestial based mobile radio systems work well in relatively flat
territory, they do not work well in mountainous terrain.

The IP driver tried to use his mobile phone (cell technology involved
unknown) but was reportedly unable to get a cell connection from his
location in immediately in the rear of signal #40.6.

While cell phone technology is not the same as the sort of radio
systems used in train radios, it seem quite likely that unless a
satellite based system was in use, most other mobile radio system
would have been equally useless from that location.
