The driver of the interurban *stopped* at signal 41.6 showing a red
indication and called the signal box.  If a train stop had been
fitted, he would have tripped through it, as allowed under the
operational rules, after the signal box had advised the signal was a
failure.  

Train stops would have made no difference.
