Boats don't pay RAC's access charges, which are very high.
They also don't have to worry about fitting in to a tight timtable.
They will be dropped off at the Quay which is with in easy walking
distance to most of the CBD with out changing trains.
The crew would be less than on a train. 
It is easier to get and train maritime staff than locomotive staff.
The boat could be used for harbour cruses in the off peek.
The staff would be used more efficiently.
The view from a boat would be something to look at all of the time.
(Compared to the urban sprawl that you would see in the train.

Oh well I thought about it. Your train still won't make money. The RAC
charges alone will ensure that.
