So let me get this straight...
1. Britain has many private railways
2. Private railways nationalized
3. Nationalized system sold off into bite sized chunks (Britain has many
private railways)
4. Private railways nationalized

Anyone see a pattern here which could relate to Melbourne?
1. Melbourne has many private tramways
2. Private tramways nationalized
3. Nationalized tramways sold off (Melbourne has several private tramways)
4. ???

AND

1. Melbourne has private railways
2. Private railways nationalized
3. Nationalized railways sold off (Melbourne has several private railways)
4. ???
