When did this change? When I was in Sydney 3 years ago I saw it open
for some sort of historic boat.

It was a bascule bridge. I did see it dumped somewhere after it was removed,
but the
area where it was dumped is now blocks of flats and the original site part
of the
Americas Cup village.
