Not quite true.
The XPT in Vic is allowed 80 km/h (pass 80)Albury -Wodonga;
115km/h(pass 115) Wodonga - Wodonga Loop;
130 km/h(pass 115) Wodonga Loop-Jacana;
80 km/h(pass 80) over the Jacana flyover;
115 km/h(pass 115) Jacana-Albion;
95 km/h(pass 95) Albion-Tottenham Loop;
80 km/h(pass 80) Tottenham loop-West Footscray Junction;
65 km/h(pass 65) WFJ-South Dynon Junction;
40 km/h(pass 40) SDJ-Spencer Street.

Sprinters do not automaticaally get 130 where a pass would get 115,
either. The following sectiions are 115 for loco hauled pass AND 115
for  sprinters:-
North Shore-Geelong;
Sunshine and 21km (down side of Deer Park West Junction);
Bacchus Marsh-Bank Box Loop;
St. Albans -21km.;
Kyneton-Bendigo (Up line);
Wallan-Heathcote Junction;
167km-171km (through Violet Town);
191.908-202km (through Benalla);
231.132-241km (through Wangaratta & Bowser);
Dandenong-Nar Nar Goon;
plus various other short sections.
