XPT speeds VIC [was Fast Link Sydnet To Gosford]

Can anyone tell me what speed the XPT does in VIC. 

After 26 years of reading Railway Digest I seem to remember reading
many times that the track south of Albury was only 94Lb rail and
wooden sleepers. Result speed limit of XPT sometimes reported as 130
KPH. Is it still 130kph?
