The extension of the 42 and 48 tram routes to Box Hill and Doncaster
respectively were options proposed by Professor Bill Russell in his review
of transport options in the area prepared for the state Labour government.
I believe he made reference to the possible later linking of the routes, but
did not include it with his preferred options.

His review firmly rejected the extension of the Eastern Freeway.  The
Kennett government pulped all the copies of his published report remaining
in stock after it came to office in 1992.
