I have heard this story but never seen it in print, only on the Net.
However it is an excellent scheme which should have been undertaken
decades ago (I say this as someone brought up in Box Hill so I know the
routes you are talking about).

Tram Rd is the section of Station St from Doncaster Shoppingtown to
Koonung Creek. The same road is called Station Street from there to Box
Hill Station (and in fact much beyond, to Burwood Highway).

The section called Tram Road is named after the route of the first
electric tramway in the Southern Hemisphere, from where Shoppingtown now
is to Box Hill station. In the 1880s/90s there was no demand for such a
remote tram route which is why it quicly closed but now it would be a
heavily patronised line as the bus there now is, especially if linked
with an extension of the 48 and the 109/42.
