In the rules and Regs 1994 it has "Repeating singals for distant signals:
two position"  and they are in the two position section.

It is interesting because it this case the Repeating signal is two
position, but by definition with two lights at night it is three
position.

There are a few cases for "caution" in 3 position signalling as well.
