This morning's AGE does have a small article saying that some upgrades
will be linked into the contracts for the sell offs.  The only heavy
rail projects specifically mentioned are electrification to Sydenham
and an upgrade of 'train tracks at North Melbourne'.

wrt to the passenger proposals mentioned elsewhere in the thread,
Mildura could be made viable with moto-rail surely.  WCR would have to
look at Ararat, as the are based at Ballarat.  You wouldn't need much
at the Ararat End, especially if you used some sort of sprinter or
push pull arrangement.  How much traffic would there be to Ararat to
justify re-instating the service ?
