Where did you hear this David?

I have checked http://www.theage.com.au/daily/981028/breaking/ in case it
made the paper, and http://www.vic.gov.au/pressrel to see if there was a
government press release. Neither site showed anything.

Maybe a case of wishful thinking? (No doubt some major press announcement
will prove me wrong tomorrow).
