Cause of Long Swanston St Service Outage 21/10??

There was along (around 2 hour) service outage on Swanston St tram
services from around 11:45 am on Wednesday 21/10... the problem
appeared to be up around Latrobe St somewhere.

Does anyone have any idea what caused the problem... none of the tram
staff seems to have any idea and there weren't any public
announcements about it?  The "northbound" track on Swanston St nearly
filled up with trams before anyone thought to start short working
incoming St Kilda Rd services at Flinders St.
