I can't imagine a PSS knowing how to start gen sets, or plug jumper cables in.
In Broken Hill, CountryLink has a contractor to look after starting the PHA.
I'm surprised that 3801 Ltd didn't send a technician out to set the PFZ up, and
send the bill to CountryLink.
