IIRC, there is a charge imposed by the airport so the train doesn't
"unfairly" undercut the bus.

It's the same in London. It's GBP12 (about $30) on the bus and GBP10
(about $25) on the train from Paddington, and this is artificially high so
as not to undercut the bus too much. The taxi drivers are up in arms about
it as a taxi to Heathrow costs about GBP40 (about $100!) and they're losing
business to the new train.
