Technicalities of that sort are usually brushed aside when an election's 
coming up! The Govt wanted to wash its hands off the whole deal until 
they realise there might be votes in it for them somewhere...

Any wonder why the service won't be reinstated before nxt March (at 
least it'll given them ample time to fix up SMR18 properly!!)?
