You can't turn the trains at Blackburn because the overhead would be
off.  If you turned the trains at Mitcham you would have to shunt the 
train into the siding and back into the other platform.  They already
shunt trains at Ringwood for the shuttle to/from Belgrave/Lilydale
Say you came from Lilydale you have to change at ringwood anyway
it would be easy to change to a bus then change to another train 
for two stations and then to a bus.
