GSR doesn't operate freight, only passenger. It would have been an NR
freight.

Why would you want to build extra container flats when you can double
stack on the ones you have? If you can double stack, that means you can
carry 10 long containers on a 5-pack. Cuts down on train length (drag),
gross weight and consequently saves fuel.

The wagons are designed to take the weight of double stacking.
