The first time was to fix the points and mess near Swanston street.  The
second time is to lay new track for the Burnley local (stays in the same
position) and realign the Burnley Through between Swanston street and the
enterence to the Burnley loop.

They have a scaffolding steps from Russell Street to Platform 14.  I think
this is to run trains from there on weekends.

I think the problem is all trains in the North Melbourne loop have to use
Platform 4 or 5.  Closing the platforms would also mean closing the North
Melbourne Loop.
