Maybe not..... with the freight/pass carve-up, 7 As and 5 Ps went to
V/Line freight; this could have left V/Line Pass with only the bare
minimum required # of locos.

Also, who is going to pay for all these Sprinters that are supposed to
be coming?  The new operator? The Vic Gov?  Given that the Vic Gov
won't spend a cent on infrastructure prior to the sale (Cranbourne -
Lang Lang and Avon River bridge at Stratford two obvious examples),
it's hard to see them committing to a new purchase of rolling stock.
