The Crown retains ownership, but they are leased to Tranzrail in 
perpetuity for the peppercorn rental of $50 a year  .... TR does have to 
maintain them though!

The perpetual lease has caused a major problem in Auckland in that 
Tranzrail refuses access to its tracks for a proposed light rail line in 
Auckland.
