The problem is that an advertised passenger service has to run to a timetable
- a goods train (admittedly with drovers accommodation, but a goods train all
the same) can leave as soon as it is ready, thereby resulting in savings in
crew costs (they aren't sitting around waiting for the timetable to catch
up), etc.
