system in use in the US at the time and is not speed signalling.

When VR wanted to shorten headways at South Kensignton? some brain surgeon in
the S&C branch decided to turn the system on its head, the B light no longer
told you that you were diverging but simply that you could not exceed 25MPH. So
instead of the signals telling you where you were you were going they now only
told you how fast to go, this is what is known as "speed signalling".
