Why repaint/refurbish the Tulloch Trailers

On wednesday night I caught a train from Central to Wynyard and ended up
in T4871 -it looked new on the outside & when I went in it had been
repainted, new covers (still old blue nswgr style), the seats were fixed
and a sign said "Seat Direction Fixed" on each side at each end. It
still had the old DD style windows - half sliders

It smelled freshly painted

But why?
