Ahhh the myth of the magical safety vest and boots

sounds like whoever belongs to the Society of the Magical Safety Vest, based in 
this state.Everyone runs around in a nice yellow vest thinking they are :doing 
the right thing". 

Its not the clothing or the booots or the hat, but what/who wears them that 
gives them their protective properties.
