This is not entirely true. Victoria and South Australia tried to conform to
NSW. NSW originally specified standard gauge, the others followed. NSW then
decided it would build 5'3". Again Victoria and South Australia changed.
When NSW changed back to standard gauge, both Victoria and South Australia
decided to stay with 5'3".
