Well , by that sort of reasoning very few Railways in this country actually 
own anything, most of the major capital infrastructure is leased, or under 
some sort of finance agreements.
Even Government Business Enterprises like RAC or Victrak dont own the assetts 
they control , they simply administer them on behalf of the State.
About the only thing GSR actually owns is a heap of carriages.
They dont even own Keswick.
