Just for correctness here. The Sandringham line was once
(originally?) connected with the St Kilda line at Windsor, and later
with the Dandenong line at somewhere else (Balaclava? my books are
elsewhere) by the private Rosstown Railway. This line was built for
sugar beet traffic, saw just the opening train, then was closed.

I am surprised that considering the shortlived Rosstown Railway is
remembered, the (relatively) longer lived Outer Circle is not
mentioned. The Alamein line once extended south across the Glen
Waverley line to join the Dandenong line at Hughesdale, near Oakleigh.
The arrangements did not allow a train from Ashburton to travel into
the city via East malvern though.
