  Why not try China. The loading gauge problem would not worry them up
there, just cut the platforms back. NO, just kidding, both 3813 and almost
any chinnese loco would be way over the axle load for that line. I
suspectthis is another "lets have a steam train in our town" situation.
Good luck guys. The big boys are doing it tough and I would axpect any new
group starting now to find it even tougher.
