GSR Overland schedule

Anyone know whether the Overland is allowed to run ahead of its published
schedule.
Ive been having a close look at the timetable for the Melb - Adelaide Overland
and am quite amazed that it takes nearly 5 hours to get from Melbourne to
Ararat, even allowing for the crummy track.
The MTP allows 21 mins at Berrybank loop to cross 9792,(amazing that a pass
gets held for a freight,a Vline freight as well).
What happens when the cross doesnt happen and the Overland gets to Ararat 30
mins early.
Does it simply sit at the platform for 30 mins or keep on going?
The departure time at Ararat of 1:15 is a published time .
