Until it is fixed why can't they book it out and instigate temporary stalfworking or
even pilot working. Do they still use half pilot staffs at each end like they used to
??? so if ATC packed up all you had to do was remove the half  pilot staffs at each
end locking the departure signals at stop then issue caution orders until you could
instigate pilot working so easy if you have the staff available.
