For the same reason that road users don't directly pay for road
upgrades. They are the one's who use it most of the time, but they
don't own it. They pay to use it. Ditto the Warrnambool line. We pay
to use it. Victrack own it. They pay to upgrade it.

You might be able to get a grant through various industry assistance
schemes, although I understand most of these are from Federal
Government.
