Errr ,exactly why would the EPA have an opinion about refueling locos from 
road tankers.
The XPT at Spencer St is daily fueled by a Road Tanker which simply parks in 
the inner Roadway in the morning and the evening.
Has to be done like this as Countrylink which run the train dont own any 
permanent fueling facilities at Spencer St.

If NR or indeed any Rail operator are being prevented from this mode of 
refueling , Id be going to the ACCC.
