Some observations (for what they are worth)

I reckon the accident occured around 4.09 pm, as the 4.09 Werribee was
the train stuck on the Melbourne Central platform when I got there
to catch my train to North Melbourne.

I walked to North Melbourne and had a bit of a gander.

Rumour on the platform at ~5.30 was that a City Link operator/contractor
had severed a cable (doesn't news travel fast...)

There appeared to be a bottleneck down from Nth Melb, with
