Diversion of Batman Avenue Tram Route?

I was looking at a display at Flinders Street Station today of the
redevelopment of the Station. It's very underwhelming really, but what
caught my attention was a scene-setting map on which the surrounding
streets and works for Federation Square etc were marked. It showed
Exhibition Street extended over the rail yards, and most interestingly the
Batman avenue tram route (70) diverted over this new bridge and then
turning left into Flinders Street at the Exhibition Street corner. The
route interestingly was also marked to run behind the tennis centre
adjacent to the remaining rail tracks (not along swan street), and then the
map ended so I couldn't see where its proposed it link up with the existing
track. This tram route was the single most prominent feature on this map,
but I don't know what authority it has.

I must say this is a more satisfactory solution than the truncation of the
route short of its current terminus, although it would not be as
picturesque as the current route. Lets hope this is what happens!
