Private enterprise marketers may like to fill up first class first by not making more economy class available.

Then if demand warrants it they may be able to find additional economy cars (if available) once first class is full.

First class passengers are obviously more profitable to the operating company.

Airlines are wonderful at playing these games with passengers.
