Some points to remember:

This condition is a product of an anti-rail bureaucracy.  It is almost
the "man with the red flag in front of the motorcar' approach.

Whilst it is OK for a bus to travel at 60 kms/hr down George Street with
its rear view mirror being less than 10 cms from the kerbside/gutter and
with all direction of the vehicle being dependent on the competence of
the driver a light rail vehicle on a fixed track is classed as a much
more lethal vehicle.  This lamentable "British" approach has restricted
the development of light rail in both the UK and Australia unlike Europe
where a more sensible and logical approach is adopted.
